CSS hacking (again)

I’ve been fine-tuning some code on my site so, as usual, some things get worse before they get better. It’s kind of like cleaning a house, surrounded by creaking, dusty piles as you dig into every nook and cranny. But why should it be this way? How rare can it possibly be for someone to want to center a div on a page. Why would it be so difficult to imagine this possibility if you were creating the standards?
